Sinohydro KAMCHAY Hydroelectric Project Co., Ltd is a 44-year hydropower investment company in Cambodia with a four-year construction period. The company is a subsidiary of SINOHYDRO Corporation Limited (SINOHYDRO) of the People's Republic of China, which bid openly and internationally for investment rights from June 2004 to January 2005. The Company was ranked No. 1 and on February 23, 2006, the Ministry of Industry, Mines and Energy and the Ministry of Economy and Finance signed a "BOT" investment agreement for the Kamchay Hydropower Development Project in Kampot Province​ with the total investment value of 330 million US dollars.

• This project will provide employment to the people of Cambodia, such as during the construction phase, the project needs 40 workers, including 30 local people and 10 Chinese workers. During the project implementation phase, 15 workers will be recruited, including 7 local people and 8 Chinese workers.
• The project will generate income for the people of Cambodia, especially the people in the local community through the employment of workers - workers during construction and operation.

This project will train Cambodian professional officers to continue the process after the company terminates its contract with the Royal Government.

The Company has implemented mitigation measures during the design and construction phase of the project, the implementation phase and the final stage of the project, including the study of topography, erosion, surface water, hydrology, air quality, water quality, soil quality, biological resources, forest resources and wildlife sanctuaries, livelihoods and occupations of local communities, traditions, culture and religion, water supply systems, roads, transportation, public health, aesthetics and risks.

The project will reduce the use of electricity from gasoline and coal-fired power plants, which emit carbon monoxide and carbon dioxide or carbon dioxide as a source of greenhouse gases. The 230 KV high voltage transmission line from the transformer of the first, second and third power plants of Kamchay Hydropower Plant with a length of 11.05 km to Kampot substation will have additional power supply to Sihanoukville, Takeo and Phnom Penh to meet the needs of effective development for the country. In line with the poverty reduction policy of the Royal Government of Cambodia, this project will make people have access to cheap electricity in agriculture. In addition, people can have a better life when they have this energy for handicrafts and also attract large and small factories in the area. On the other hand, the project has direct payments to the national budget revenue through the payment of taxes.

• The project issued compensation for social impacts, including compensation for impacts on plantations, farmland, and land leases around the quarry, totaling $ 3,500,000, of which $ 3,348,900 was actual compensation and $ 151,100 dollars, other expenses. $ 12,000,000 for the four-year construction phase and $ 5,500,000 for the 40-year post-construction phase.
• In addition, the company will build a dam at the bottom of the second dam to conserve fish species originating from the project area and the surrounding area. The company also provides local fish breeds by releasing 100,000 fish a year into conservation areas and around the project area.
• The project will support 4 fisheries officials to conserve fisheries resources in the area where the company will build the lower fish reservoir, the second dam $ 300 / month, a total of $ 14,400 / year.
• The project will support 5 forest rangers to conserve forest resources around and in the project area of ​​$ 300 / month, total $ 18,000 / year.
• The company provide $ 4,000,000 for reforestation around and in the 20-year project area.
