Urban transport institutions and governance and integrated land use and transport, Hanoi, Viet Nam

A report about urban transport governance and integrated land use, using the case study of Hanoi, Vietnam. This authors first give an overview of Hanoi, including current governance arrangements, population and economic growth, and recent spatial development and transport plans. The authors then present key issues, including the current urban transport challenges and urban transport governance arrangements. Changes in organisational arrangements are then discussed, including steps to localise responsibilities for land use and transport policy, and the potential roles of the proposed Public Transport Authority. Finally, the authors discuss changes in business processes and how these relate to governance and public infrastructure. The conclusion describes the strengths and weaknesses of the Hanoi approach, the lessons for cities facing similar challenges.
