The 2011 report on democracy, election and reforming in Cambodia

The report on "Democracy, Elections and Reform" is the continuing efforts of COMFREL to assess the annual status of democracy in Cambodia. The assessment is based on the findings of COMFREL Monitoring Units 'Government Watch,' 'Parliamentary Watch,' 'Media Watch,' 'Election Watch' and 'Gender Watch.' The report found that a lack of democratic governance remained a major obstacle for the democratization process in 2011. The executive had continued to dominate the other government branches. The legislative and judiciary lacked independence and power to act as ‘checks and balances’ of the executive.
