This Sub-decree defines the mechanism and regulations for managing railway crossings and railway right-of-way land. The purpose is to enhance the effectiveness of controlling the construction of railway crossings , prevent and eliminate encroachment on railway right-of-way land , facilitate related competent authorities and sub-national administrations in managing order , determine the legality for citizens who own immovable property along the railway network , and establish appropriate standards and technology for railway protection systems, various signs, and signaling devices. These measures aim to contribute to preventing accidents and ensuring quality of the railway and facilitating railway traffic.
