Workers protested the factory management's claim that workers had resigned from the factory of their own accord. Workers did not resign, but were suspended by the factory. The factory claimed workers had resigned to avoid paying seniority bonuses. The outcome was negotiations between the factory, workers and the Ministry of Labor failed to yield an agreement, so on May 7 the case was forwarded to the Arbitration Council
