Special Economic Development Zones under ASEAN Guidelines

This report addresses the historical developments of special economic zones (SEZs) in a various forms and categories. It is examined that SEZ is one of the five economic zones and is at the heart of ASEAN economic integration. This ASEAN instrument specifically sets out 5 major strategies for SEZs’ development and collaboration between member countries. Its strategies include 1) Promotion of clear development strategy, 2) clarification and separation of roles and responsibilities of institutions, 3) Delegation of authority and ensure co-ordination between SEZs and other institutions, 4) Provision of necessary resources and building strong institutional capacities, and 5) increase ASEAN SEZ co-operation.
